The kangaroo, tied to the back of the car by a rope, was dragged about two kilomtres through Wodonga about 4am.
The rope was later cut in the middle of High Street, and the carcass was dumped at the pedestrian crossing.
Wodonga police are yet to determine if the kangaroo was alive or dead when it was tied to the car.
But Sgt Damian Bould told ABC Goulburn Murray this morning that "it is obvious that the kangaroo has been dragged some distance".
"We're calling (for) anyone who may know the identity of the offenders or anyone who may have seen something on Facebook or similar media."
Police say the rope was tied around the kangaroo's neck and an arm.
The act has caused outrage from animal groups and in the community.
Facebook users have taken to The Border Mail's page to show their anger.
Anyone with information is urged to contact Wodonga police on (02) 6049 2600.
