Election candidates say Ballarat City Council probe is unfinished

THE investigation into the Ballarat City Council is unfinished business, several council election candidates said yesterday.

Their comments came in the wake of a Fairfax report, which questioned consultant and employment appointments made by former council chief executive officer Richard Hancock and the selection of

current chief executive officer Anthony Schinck.

The report revealed several people who had worked with Mr Hancock at other municipalities were then awarded senior roles at Ballarat council, including Mr Schinck.

South ward candidate David Senior said the council should, as a final act before the election of a new council, suspend Mr Schinck while a "totally independent inquiry'' took place.

Mr Senior suggested the police or possibly the ombudman's office could conduct an investigation.

The recent investigation into the council ordered by Local Government Minister Richard Wynne was carried out by accounting firm PricewaterhouseCoopers.

The report resulted in charges against councillors David Vendy and Gary Anderson which relate to failure to disclose business interests.

Central ward candidate Judy Verlin said the city's image had been tarnished by the recent reports and if elected she would ask the State Government to widen the investigation into the council to include

senior appointments.

Ms Verlin said council processes should be examined before Mr Schinck was asked to stand down.

North ward candidate Samantha McIntosh said Mr Schinck should step aside while police investigated the council.

"What we don't want to see is these sorts of headlines making national headlines,'' she said.

Fellow north ward candidate Noel Perry said the Fairfax report raised more questions and the investigation ordered by Mr Wynne may have had terms of reference that were too restrictive.

Another north ward candidate, Dianne Hadden, said the report for the State Government should have been done by a lawyer, possibly a retired judge, to ensure it was "full, frank and independent''.

Mr Schinck declined to comment on the latest Fairfax report.

To read yesterdays "age" and find Mr Schinck declined to comment what a "shock" but we all know why, I think its best you just keep a no comment policy? or just RESIGN. So to OUR current council your actions will be decided by the Ballarat Community in the upcomming elections and its about time, because this "boys" club cannot run our city, wasting money on plum jobs and cars for mates, wasting money on office space in Melbourne and more worried about fines to councillors who had not declaried their business interests, so while our councillors worry about there own issues our city is left to cope on its own, have the residents noticed the state of Victoria Park? what a disgrace and the streets and trees surrounding or beautiful city? just being ignored and left to over grow and the council just hope we wouldnt notice, so to our Mayor who couldnt even attend Canberra last week? shameful Mr Jones but then you struggle to run a business let alone our city, so remember everyone to get yr voting papers in before the 28th and lets all make a change a change for the better a council without names such as Schinck(Just resign), Vendy, Hudson, Jolly, Phillips, Ruyg, Innes, Fletcher and Jones

These candidates have no idea!! Its funny because these new candidates who are speaking have skeletons in their closets...I know that. They are deluded.

At last. A general realisation that the stench emanating from Ballarat Council needs a full and independent investigation. If the State government refuses, it will confirm the belief that it is all talk and no action on corruption.

These candidates are so right the police need to open a full investigation into the so far unanswered questions stemming from the government investigation we want answers not just more questions it is our money that has been used for all these dubious transactions. The editor Angela Carey,s comments are spot on the CEO schink has to go. And now another 2 page spread in todays Age on Mr Vendy will it ever end?

Govt should widen the enquiry into the ballarat council to investigate development decisons like the Bunnings store in creswick road. Why were so many council policies breached, who benefited and why possibile vested interests were not declared.

So,the above mentioned candidates say the probe is unfinished,so lets have an investigation into the investigation! It will be up to Snr Government officials & our new Council to take the next step.Not some candidates using the report to gain some last minute votes.If their was not an election,would any of you have anything to say?

16/12/2008 | So we now have desperate parents attempting to bribe teachers to get their children into a selective high school. What a sad indictment of our education policies, the holy grail of which is parental choice.
