Professor Bashir returned to the church only days after she gave a Lenten address.
Bishop John Parkes dedicated the garden as a memorial place that includes a new pavilion.
Archdeacon of Hume Peter MacLeod-Miller said the project had partly been funded by donations.
It incorporates a memorial honouring three Albury High School boys killed in a car crash on the Kiewa Street bridge in 1990 after an Anglican ball.
Professor Bashir’s visit to St Matthew’s was part of its celebrations of the Queen’s Diamond Jubilee.
