The chairwoman of the Victorian Bushfire Reconstruction and Recovery Authority, Christine Nixon, was to have delivered the speech but was forced to pull out after gall baldder surgery this week.
Instead, Jemima Richards, the woman who created the group Firefoxes, will share her story.
Ms Richards opened her home as a private relief centre after the fires.
Urgently needed goods were dropped and distributed from there by 30 volunteers and the site grew to a massive production of 11 shipping containers, an internet bus, petrol drum storage and food for the fire-affected residents.
Afterwards, Ms Richards started Firefoxes to help fire-affected victims in the recovery process.
The free Kerferd Oration will be held at La Trobe University at 11am on Sunday.
Beechworth residents needing transport can contact Joan Simms on 0409 206 079.
