Sam Lawson made his offer public this morning at the official opening of the historic granite stone prison which has been turned into a tourist attraction.
Tourism Minister Louise Asher was on hand as Mr Lawson revealed he had written to Victorian Attorney-General Robert Clark offering to have Kelly's remains interred at the Beechworth landmark.
Kelly was housed at the jail during his time as a bushranger and faced court in the same town ahead of his hanging at the Old Melbourne Gaol in 1880.
Kelly's remains were last week officially confirmed following forensic testing and a decision has yet to be made about his final resting place.
Kelly was first buried at the Old Melbourne Gaol before being reinterred at Pentridge prison.
