The man, described as being aged in his 40s, was one of two men in an old silver sedan who had followed the teenager after she left a milk bar in Edward Street at about 1.30pm on Friday.
They followed her into Blake Street where they drove onto the footpath and parked so she could not get past the car.
Police said the men asked the girl if she wanted a lift and when she said no, the man who was a front-seat passenger got out of the car and grabbed her by the wrist.
The girl had screamed and escaped from the man and ran towards Galen College before police were called.
Anyone with information on the car or the man should contact Crime Stoppers on 1800 333 000 or visit www.crimestoppers.com.au.
