Twelve CFA brigades were called to the blaze on the Benalla-Yarrawonga Road at 2.08pm.
The factory is believed to be the D&R Henderson mill.
It’s not known yet what caused the fire and how much damage was caused, with crews still on-scene.
A CFA spokesman said about half a hectare of grass was burnt nearby.
He said the fire was brought under control at 2.40pm but crews will remain there for about two hours mopping up and ensuring embers don’t flare up again.
The CFA issued advice to the surrounding towns of Chesney, Chesney Vale, Goomalibee, Goorambat, Greta West, Kilfeera, Lurg, Tarnook, Upotipotpon, White Gate, Winton North, Yin Barun, Glenrowan West, Broken Creek, Baddaginnie, Benalla, Karn and Winton.
Smoke is visible from nearby communities and roads.
