The Victorian Electoral Commission held a draw in Wangaratta this morning to decide who would take Ms McInerney's position on the troubled council.
Mr Griffiths' name was drawn from unsuccessful candidates from last year's council election.
He now has 48 hours to decide whether he will accept the position.
If Mr Griffiths declines to be on the council, a further re-draw will be held.
The Albury Tax Office employee was mayor of Wangaratta when the contentious rural land strategy was proposed.
Ms McInerney resigned last month, citing stress related to Cr Julian Fidge.
Cr Fidge initiated a series of investigations into the council, which is also without chief executive office Doug Sharp, who is on indefinite sick leave.
