Johnson is a former Panthers junior and made his senior debut in 2010 while still eligible to play thirds.
He has played 13 senior matches including six this year.
The Magpies were able to lure Johnson to Urana Road after signing Lavington teammate Alex Jones.
Magpies coach Corey Lambert said he expected Johnson to have a significant impact in the Hume league.
“Ryan will be a big asset for us,” Lambert said.
“He was establishing himself as one of Lavington’s most reliable defenders this season.
“He decided to jump on board after Alex Jones signed.
“He is only young fella but strong as an ox and he is going to be excellent.”
After finishing this season with the wooden spoon, the Magpies have emerged as the off-season pacesetters with a host of quality signings.
The Magpies have also picked up North Albury trio Josh Senior, Ben Ryan and Nick Sheridan and Dederang Mount-Beauty’s Nick Mitas.
Thurgoona’s Trent Logue and Lavington’s Hayden Edwards have also committed.
