Deniliquin police said the manager of the Bushlands on the Murray Holiday Park found the stick of magnum power gel, generally used for mining, tunnelling and engineering, about 12.30pm and phoned emergency services.
Police contained the area while Orica, the company that made the device, was called in to extract it.
No campers were evacuated.
Police said there was no detonation device attached to the explosive.
They said the explosive was removed without incident about 1.30pm.
