The man, who blew .164, is alleged to have first struck a cyclist, leaving him with multiple broken bones, then pursued another car in a fit of anger.
The man, in a grey Suzuki Swift, is alleged to have became fixated on the driver he followed to Myrtleford.
Sen-Constable Patrick Murray of Wangaratta said the driver of the Suzuki engaged in tailgating, slowing down then speeding up, attempting to nudge the other car and driving into oncoming traffic.
The driver being pursued rang triple-0, with the dispatcher instructing him to drive to the Myrtleford Police Station where the 31-year-old was arrested.
He was charged with recklessly causing serious injury and failing to stop at a scene of an accident, reckless conduct and dangerous driving as well as drink-driving.
Police are looking for anybody who may have seen a 31-year-old man with a black dog drinking at swimming holes in the Bright area that day.
