At 9pm Thursday, Beechworth police were called to Lake Kerferd where they found a 17 and 18-year-old in a clearing surrounded by dense bush.
The older youth will face court charged with lighting a fire in an open area on a total fire ban day.
The younger youth will either receive a caution or may also be summonsed.
Beethworth Police leading Sen-Constable Halena Chandler said the youths claimed they’d forgotten about the ban.
“It’s pretty frustrating, considering the amount of advertising and warnings in the news and radio, that people aren’t getting the message,” she said.
“I really can’t see that there is any excuse to light a fire on a total fire ban day.”
A total fire ban continues in North East Victoria today.
