Keating, an experienced rider, came off his mount in a maiden race early in the day.
He was conscious and taken to Kyneton Hospital but, Jockeys Association chief Des O'Keefe said, doctors in the rural medical centre decided he should be moved to the city hospital.
In a statement later on Saturday afternoon O'Keefe said: ''John Keating has had scans about his head injury. The results look really promising. He is heavily sedated, but doctors will reassess him as they wake him up.''
