They were unbeaten in their five games going into the final clash against the Weston Creek team of Noel Stewart, David “Flaps” Maloney and skip Terry McInnes.
Dawson guided his team to a 10-shot victory to be the only unbeaten team.
Harrop plays for Dunnolly in Victoria and Flett is a member of the Kangaroo Flat club in Bendigo.
The loss by McInnes dropped his team to third place, with the Henty combination of Bruce Diffey, Mick Broughan and skip Peter Forck moving to second.
Forck had five wins plus 67 shots and McInnes five wins plus 18 shots.
Max Scanlon (Corowa Services) finished in fourth place with four wins, a draw plus 20 shots.
There were prizes for the biggest winning margin in each of the six games.
Les Pilfoot (Rutherglen) won by 17 shots in the first game, David Barnes (Commercial Club) by 16 in the second game and David Broad (Wodonga) 18 in the third game.
Former Howlong bowler Allan James (Yarra Valley) won by 23 shots in the fourth game, Noel Dixon (Moama) by 26 in the fifth game and Wally Bourne (Howlong) by 13 in the last.
Dixon had a 28-2 win against the highly-rated Wodonga combination of John Sarroff, Paul Davies and Ashley Bates.
