The small device blew up at a letter box in Wangaratta about 10.30pm Tuesday.
Acting Detective Sgt Peter McGuffie said a Porepunkah woman, 18, was found by police close to the Flanagan Street home where the bomb went off.
He said a search of the woman’s car allegedly uncovered materials which could be linked to the explosion which did not injure anybody.
Police were in the area responding to a 000 call.
The woman has been charged with criminal damage, stalking and possessing a drug of dependence.
Sgt McGuffie said the woman knew the alleged male victim who lived at the Flanagan Street home and there had been a report of a previous soda bomb blast at the same property on Monday night.
The woman has been bailed to face Wangaratta Court on May 12.
