The truck hit a guard rail while the learner driver was negotiating the left turn from the Hume Freeway exit ramp on to the causeway, blocking both lanes.
The exit ramp from the freeway to the causeway was also closed, with emergency services on site and police diverting traffic.
The truck was freed shortly after 2.30pm after welding equipment was used to remove bridge railing the prime mover had become stuck in.
The causeway was re-opened shortly afterwards.
The north-bound entrance ramp from High Street to the Hume Freeway remained open.
No injuries were reported.
