An off-duty officer allegedly apprehended the woman, aged in her 20s, after being alerted to the thefts by a staff member at one of the stores.
The thefts allegedly occurred at three shops in Benalla yesterday and the woman was arrested at 4.30pm.
She was charged and released on bail.
