The owl is roosting in the Northpoint Tower forecourt as part of a public art partnership between Albury Council and Zauner Construction, which owns the multistorey building.
The council commissioned Melbourne-based artist Dean Bowen to create the owl.
Albury mayor Kevin Mack said it was one of the first public art projects between the council and the private sector.
“Our 2010-20 strategy supports commercial and private sector partnerships,” he said.
“This is a great example of how the council and Zauner Construction have worked together to bring a stunning sculpture to the Lavington landscape.”
The council has spent $40,000 on the sculpture and may run a children’s competition to name the owl.
“The council will own and retain the artwork as part of its public art portfolio,” Cr Mack said.
“The sculpture is not only symbolic of the importance of the area’s endangered Barking Owl, but also the association of the library with learning and knowledge.”
Under the council’s rates special variation, about $100,000 a year is spent on urban and public art.
