The youth drove past a group of young people on Dights Forrest Road at Jindera shortly after midnight.
He stopped, reversed, and struck a 16-year-old and 17-year-old girl, both from Jindera.
The 16-year-old was trapped under the Nissan Navara and was eventually released.
Both girls were taken to Albury hospital.
Police said the driver did not test positive to alcohol or drugs.
Albury Chief Inspector Kim Sorensen said the incident appeared to be an “unfortunate accident”.
“We’re not suggesting there was any ill-will,” he said.
“It was just a very unfortunate accident.
“The officer investigating will get statements from the two girls and the driver and he will make an assessment based on that information, and any statements from witnesses.”
The 16-year-old received fractured ribs, damage to her collarbone and a punctured lung while the girl, 17, had minor injuries.
