Leading Sen-Constable Scott Jasper said the man had received minor injuries when his vehicle had rolled on the highway near the McKoy Street intersection at Wodonga at about 11.10pm.
"He has become aggressive towards police and ambulance officers and capsicum spray has been deployed before he has been restrained by ambulance officers and treated," Sen-Const Jasper said.
The man, who was the sole occupant of the car, was taken to hospital for further treatment.
Sen-Const Jasper said no charges had been laid but inquiries were ongoing.
He said the ambulance officer was not injured in the incident.
