Jackson was placed on report for a tackle on Manly prop Josh Starling which instigated a melee and resulted in Starling's sin-binning on Saturday. An NRL statement read Jackson "did not take the arm of his opponent, Josh Starling, outside the normal range of movement".

The ruling could leave a sour taste in the mouth of fellow finalists South Sydney and Sydney Roosters who lost Aidan Guerra and Ben Te'o for chicken-wing tackles in recent weeks.  A grade one charge would almost certainly have seen Jackson miss the Bulldogs preliminary finals match against Penrith as a result of 67 carry over points he has from a tripping charge earlier this season

The match review committee also confirmed it looked into vision of Bulldogs skipper Michael Ennis' shoulder making contact with Daly Cherry-Evans as the Manly half kicked the ball. The committee "determined that it did not warrant a charge".

There were no charges from either final.

South Sydney will welcome back Te'o from his four-game suspension for a chicken wing tackle on Brisbane's Sam Thaiday. Te'o watched on as his side beat Manly to earn last week off. His inclusion will leave a selection headache for coach Michael Maguire following the successful switch of skipper John Sutton to the back-row.

Sutton, Sam Burgess and rookie Kyle Turner were strong in the back-row for the Rabbitohs against Manly. Turner topped the tackle count with 40 in a solid 80 minute performance. Burgess could shift to the front-row in place of Dave Tyrrell to accommodate Te'o's return.  Tyrell is the only Rabbitohs player to feature in every game this year so is likely to retain his spot in the squad. Te'o could also join Queensland teammate Chris McQueen on the interchange bench with either Jason Clark or Luke Burgess dropping out of the team.

A loss for the Rabbitohs would end Te'o and Burgess' NRL stint, the duo joining rugby union at the end of the season.

Meanwhile, Penrith will have hard-hitting lock Adam Docker available after he missed the Panthers past two games through suspension. Docker's likely inclusion will mean Sam Anderson or Ben Murdoch-Masila will be dropped.

Penrith coach Ivan Cleary also has the option of recalling experienced duo Kevin Kingston and Dave Simmons after they made a successful return from injury in the Panthers NSW Cup win against Wentworthville. Isaah Yeo also played his first game since hurting his ankle in round 22. If the trio aren't picked for first grade they'll play in the NSW Cup grand final against Newcastle on Sunday.
