He replaces Matt Jones who has stepped down after one year at the helm and is set to retire.
Neil, 29, returns to the Swans for the first time after playing in their 2006 flag under coach Darren Mathey.
The midfielder has spent most of his career at Dederang-Mount Beauty and has played more than 100 senior matches, including 11 this year.
“I was after a bit of a change and a challenge so when the job became available I jumped at the opportunity,” Neil said.
“Coaching is always a challenge but it’s one I’m genuinely excited about.
“I loved my time there previously and have stayed in contact ... They are a great bunch of people up there and hopefully I can deliver them a bit of success.”
Neil has already signed Bomber teammates Andrew Hill and Mark Cole in a major boost to their midfield stocks.
Former Wodonga big man Brent Ohlin has also signed after playing for Bermagui the past two seasons.
He has also played at Wodonga Raiders, Dederang-Mount Beauty and Glenrowan.
Federal just missed finals on percentage and finished the season with a 5-10 record.
“There is a lot of young guys up there that I’m keen to get playing,” he said.
“The club also had a lot of injuries where guys missed a large chunk of the season that will be like new recruits.
“I’m confident that apart from Matt Jones that we will be able to keep the departures to a minimum.
“The club has been through a bit of a lean patch of late and are passionate about building some success.”
Neil said a key forward was also high on Federal’s recruiting wish-list.
Jones was the Swans’ leading goalkicker, with 18, despite playing only five matches due to injury.
