Benalla woman Tracey Kilgannon, 50, was found dead in Gray Street about 1.15am yesterday by a young couple walking home.
She was found near a bike, and police were investigating if she had died as a result of a hit-and-run.
Officers said they did not find any evidence to suggest the woman had been hit by a car but were awaiting autopsy results for confirmation.
She may have died from a medical condition or from hitting the ground.
Police taped off the street and spoke to nearby residents yesterday, and inspected a four-wheel-drive found at Glenrowan.
The vehicle was later ruled out as being involved.
The bike she had been riding before her death was taken for analysis, but did not appear to have been involved in an impact with a car.
Micrenz Bakery Cafe owner Renata Carmody said the woman had often stopped to have a chat to her and was regularly seen walking around town.
“She’ll definitely be missed,” she said.
“She was a customer at the cafe and she used to stop and have lots of chats.
“I was quite shocked to hear the news.”
Ms Carmody said she had learnt of her death from the woman’s fiance.
“He just looked like he was in shock, like he was in a daze,” she said.
“She was a really nice woman.
“I was sick last year and she often took the time to ask about me and how I was feeling.
“I’ll definitely miss our conversations, that’s for sure.”
Detective Sen-Sgt Gerard Clanchy of the Major Collision Investigation Unit said police needed to rule out foul play, and noted that injuries could be concealed by her clothing.
The woman had not been wearing a helmet and police do not know how long it was before her body was found.
“We believe we know her movements up until midnight and that she was on her way home when she was found at 1.15am,” Sen-Sgt Clanchy said.
“So we have an hour and 15 minute period where we’re not sure where she’s been.
“If anyone witnessed a woman riding a bike after midnight in Benalla they should contact Crime Stoppers.”
