The project has been broken down into two stages with the section from Sandy Creek to Lake Hume Village to be completed first.
The project had been previously been estimated to cost $5 million, but could potentially triple given its increased scope.
Work will start on this section in 2015, but member for Albury Greg Aplin would not to commit to a specific start date.
The section from Lake Hume Village to Bethanga Bridge will be the subject of community consultation between October 27 and November 21.
A reduction in the speed limit from 80kmh to 60kmh between Lake Hume Village and Bethanga Bridge will be part of the consultation.
"This is a much bigger project than has been reported previously," Mr Aplin said.
