Three cars were travelling south on the Kiewa Valley Highway at Baranduda about 6.55pm yesterday.
The first two vehicles slowed but a Staghorn Flat woman, 45, in the third car did not notice.
She ran into the back of the second car before veering onto the wrong side of the road, then into an embankment.
The woman was uninjured but will receive an infringement notice.
Her Nissan Pulsar was badly damaged in the impact.
Police said the first driver had been slowing to pull onto the side of the road to answer his phone.
