The man, 33, is alleged to have acted aggressively after police approached him at a service station in Wodonga Place at 10.45pm on Saturday.
The situation escalated and capsicum spray was used as the man was arrested.
Police found a torch that can be used as a stun gun in a subsequent search of the man. It was seized and the man was taken to Albury Police Station.
He was charged with possess prohibited weapon, offensive language, resist arrest, and assault police.
The man was granted conditional bail to appear Albury Local Court on February 18.
