The off-duty female officer — who The Border Mail has not named at the request of police — had been with a friend near a building site in Albury on Friday night when they saw a woman inside the site fence and a vehicle parked nearby.
The policewoman identified herself as an officer and spoke to the woman, and a man appeared from near the parked vehicle.
Both attempted to leave the scene, and the officer and her friend tried to stop them before the man produced a knife.
He pushed the officer several times and threatened her and her friend with the knife, before the two offenders drove away.
Police arrested a 40-year-old woman at a home in Swan Street on Saturday and she was charged with stealing and trespass, and shoplifting over an unrelated matter.
Police are still seeking a 30-year-old man over his involvement in the incident.
The woman was given conditional bail to appear at Albury Local Court on April 14.
Officers want to speak to anyone with further information.
Albury police can be contacted on (02) 6023 9299 and Crime Stoppers on 1800 333 000.
