Seems if a council or state government can close something or charge you for something they will.
When I was young I went fishing anywhere free, I walked through the national parks free, our family camped in parks and near the beaches free.
You were allowed to enjoy our country and it did not cost you but now they will ban you or charge you for everything. Ah ... progress.
