As the Waratahs prepare to fight foul play allegations against key forwards Tolu Latu and Will Skelton, Hoiles called for Super Rugby organisers to either scrap match officials' extensive powers of video review, or impose a limit on the number of times an incident is replayed.

"I don't think they should be able to go back for foul play," he said.

"I haven't sat down and thought of a clear solution but I think there  maybe should be a cut-off time they get – one or two looks at it – but I just felt they were going back too often for too long. The game's not about that.

"If we're just continually stopping and going up to the video ref, it's going to turn into NFL. League is going down that path now, of players notably not staying down and letting referees or third umpires make decisions.

"I just find it disappointing and I don't think it needs to happen. It's no individuals, no players' tactics, it's just referees a bit concerned they're going to make the wrong call."

The NSW back rower made the comments after three separate incidents involving Waratahs second rower Will Skelton were pored over by referee Marius van der Westhuizen and television match official Peter Marshall during the champions' 32-22 win against the Crusaders on Saturday.

One of the three incidents, a lifting tackle on Crusaders lock Sam Whitelock, resulted in a yellow card to hooker Latu and a subsequent citation for both players for a possible red card offence.

The matters are expected to go to full hearings that will be dealt with in Sydney on Monday, after neither player indicated they were prepared to plead guilty.

The other two incidents - an attempted charge-down and a later clean-out - were found to contain nothing of concern but interrupted the flow of the game and soaked up precious seconds of broadcast time as Crusaders' players sought treatment in an otherwise entertaining rematch of last year's final at ANZ Stadium.

"I thought the stoppage of the game was a blight on the game to be honest," Hoiles said.

"Every clean-out, if you want to be technical, involves shoulder at some stage. The game needs to crack down on that. It's not the Crusaders fault, it was a physical game, we expect it to be, and that's how we're coached and taught to play, and that's how we were successful last year.

"To see the guys ripping in and doing that, that's good. Maybe you could say some of it was borderline but you've got to play on the edge I suppose."

With the Brumbies sitting out the round on their final bye, the Waratahs shot to the top of the Australian conference with Saturday's bonus-point win.

They fly to South Africa on Tuesday for games against the Lions and Cheetahs, but now face an anxious wait on the fate of Latu and Skelton, who rejected early guilty pleas and will contest dangerous play charges in front of a SANZAR judicial officer on Monday afternoon.

Returning Waratah Dean Mumm, who has spent the past three seasons with Exeter in England, will meet the team in Johannesburg, providing extra cover in the second row.

But with first-choice hooker Tatafu Polota-Nau ruled out of the trip over concussion concerns, a suspension for Latu would leave NSW exposed in the crucial hooking position, with understudy Hugh Roach the only No.2 left in the squad.

NSW coach Michael Cheika moved to head off any suspension after the game, defending the tackle on Whitelock as unlucky but harmless.

"They [the match officials] had a good look at it, a citing's a red card offence I think. The match officials were all there and took a look at it, he didn't land on his head or anything like that," Cheika said.

"It was an awkward combination ... they're trying to hold him up for the maul, one's up top, sometimes that just happens. I wouldn't expect that anything's going to happen."
