The primary school-aged girls had been at their home in Hallawell Crescent in Wodonga when they noticed a man at the back door of the house about 11am yesterday.
Police believe the man may have been trying to break into the home to steal items, but had not received reports of any other burglaries in the area.
Detective Senior Constable Ray Causer said the area was normally quiet and said the incident appeared to be opportunistic.
“It’s definitely caused concern to the residents who observed the male at the time,” he said.
“Any assistance we can get from the public to identify this male will help to alleviate that family’s fears.”
One of the girls called their father who returned to the home before phoning police.
Senior Constable Causer said people who notice something suspicious should phone Triple-0.
“Anyone who has observed someone unknown in their street or area, please feel free to contact the police,” he said.
“We haven’t had any recent incidents in that side of town.
“It’s normally quiet.
“It’s was a bit opportunistic and we’re hoping to get information from the public.”
The victims had provided a brief description to police but were too distressed to give extensive details.
The offender is described as being about six foot tall, of thin build, and dressed in a grey tracksuit.
