Investigations are continuing into the two-car crash near the intersection of Gilmore Street and South Road on Friday afternoon.
Police are calling for anyone who may have video footage of the incident to come forward.
The gold sedan carrying the two Yarrawonga men, aged 46 and 65, lost control and hit a stationary maroon Ford sedan.
Both men died at the scene.
Police have not released the names of the men.
A female passenger of the stationary car was flown to Melbourne with critical injuries, while another was taken to Wangaratta hospital with serious injuries.
Yesterday, Cobram highway patrol Leading Senior-Constable David Cowley said investigations would likely take at least three months but that “at this stage, speed is definitely a factor”.
“Two people lost their lives unnecessarily ... and that could have been anyone’s family sitting (in the stationary car),” he said.
“It could have been anyone.”
Leading Senior-Constable Cowley said the intersection, where there is a speed limit of 50km/h, was not known for having many accidents.
“I’ve been at this highway patrol for four years and have never been to any collisions there,” he said.
“The tow-truck driver had only been there twice. It’s not a collision location.”
He said police were still speaking with witnesses and taking statements, but were seeking more information.
Anyone with video footage would be helpful, he said.
Nearby residents told The Border Mail previously that the speed limit on the road had already been dropped from 60km/h to 50km/h in
an effort to detract hoon drivers.
Anyone with information should contact Crime Stoppers on 1800 333 000.
