Owner Rebecca Lyons is objecting to the payment of almost $2500 in developer contributions to council for the repair of the house badly damaged by the January blaze.
North Albury building firm Turner Construction has written to the council on her behalf objecting to the payment due to the works being restricted to repairs only.
The matter will be presented to the council next week with staff recommending the development contribution payment of $2489 not be waived on the Kirndeen Street property.
The council contributions plan includes scope for exemptions, but they must be considered at a full council meeting and include a comprehensive submission arguing the case for waiver.
The Council introduced the plan to help fund public facilities in its townships including Culcairn and argues any exemption would defeat the purpose of its creation.
The occupant of the house at the time of the January fire, Richard John Sutton, has fronted court and pleaded guilty to his part in the blaze.
His sentencing has been scheduled for August.
