The St Albans man had been arrested for a car theft that occurred in the western suburbs of Melbourne on Saturday.
He was granted bail and stole another vehicle from Melbourne on the same day before driving to Beechworth.
Police found the 29-year-old asleep in the vehicle on Ford Street about 8.30am on Monday after a call from a concerned member of the public.
Officers attended the scene and arrested the man before interviewing him and charging him with car theft, four counts of theft and unlicensed driving.
He appeared before the Wangaratta Magistrates Court and was refused bail.
The man is due to appear at the Melbourne Magistrates Court on August 11.
