The evaluation follows concern from those on the urban fringe of towns, who believe they should be exempt from the system.
The report to be compiled by the shire’s chief executive Gerry Smith is due to be tabled before the November council meeting.
Indigo Mayor Bernard Gaffney initiated the analysis with a motion succeeding at Tuesday night’s council gathering at Beechworth.
