Ms McGowan, the current member for Indi, has been appointed to a committee looking into agricultural innovation and used a speech in parliament on Tuesday night to urge members of the sector to make a submission before the September 25 deadline.
Mrs Mirabella has enticed senator Richard Colbeck, the parliamentary secretary for agriculture, to attend a forum in Wangaratta on Monday night.
The forum will focus on the impact of the recently announced agricultural white paper and opportunities through free trade agreements.
The agriculture innovation committee is being chaired by MP Rowan Ramsey.
"I call on farm families, businesses and agri organisations to make submissions," Ms McGowan told parliament.

"The opportunities are great, the time is right, people are ready and the need is huge.
"Our agricultural research and education, our food manufacturing industries, our agricultural service industries are world class.
"But I don't believe we've reached our full potential and the best is yet to come.
"To the people of Indi, regional Victoria and Australia, share your vision of what needs to be done."
The agriculture innovation committee was formed on the direction of agriculture minister Barnaby Joyce.
Meanwhile, the North-East agriculture forum arranged by Indi Liberals will be held at the CWA Hall in Wangaratta from 8pm.
“Agriculture represents nearly 30 per cent of Indi’s small business sector and is a significant contributor to our economy," Mrs Mirabella said.
"Local agriculture not only provides food on local tables but provides jobs and valuable exports.
“I want to ensure that our local farmers can provide direct feedback to the government on the agriculture white paper and other issues that impact agriculture in our region.
“There have been several free trade agreements negotiated by our government that present opportunities for Indi producers to expand their market.
"It will be a chance for people to raise specific issues."
