Marc Scalzo's firm and its neighbour Tuileries Rutherglen have given $40,000 to the proposal which is estimated to generate an extra 50 tourists a day and six casual jobs at the two enterprises.
Mr Scalzo said plans for extra villas and a function centre at his premises would be fast-tracked if the federal government approved the town work.
"We want to extend the stay of visitors in Rutherglen, we're getting people to stay one or two nights, we would like them to stay three or four nights or even longer,” Mr Scalzo said.
"We need them to able to walk to the lake and into town, we find people don't walk into town because of the streetscape.
"The wineries are the reason people are coming, but we need other things."
Mr Scalzo suggested more restaurants would encourage food-fancying tourists to extend their stay.
