Ms McGowan has voted against every piece of asylum seeker-related legislation put forward by the Coalition government since she won election in 2013.
But she confirmed on Monday she wouldn't be joining BRASS members.
"I am sure they will do something with respect," she said.
Ms McGowan and member for Farrer Sussan Ley have been approached by BRASS about arranging a meeting with Mr Abbott during his visit.
BRASS member and Greens candidate for the upcoming federal election, Jenny O'Connor, said protest organisers were being frustrated about accessing information about the Prime Minister's movements on Friday.
She said the Spirit of Anzac exhibition launch at the Wodonga Sports and Leisure Centre was a "no-go zone" and ambushing Mr Abbott at the airport would be a waste of time.
Instead, protesters have been instructed to gather at the corner of Elgin Boulevard and High Street at 9am on Friday.
"I understand they are being very circumspect about what he is doing for obvious reasons," Ms O'Connor said.
"We know he is going to the Spirit of Anzac opening, but there is no way we would go there.
"We feel very strongly about that occasion being about commemorating people dying in the war.
"We don't want to upset that and we will show respect to that.
"But he is in town and we want an opportunity to state our case."
Ms O'Connor said the option of attending the airport was considered, but rejected.
"He would be just whisked away," she said.
"We simply want to show him there are people in regional and rural areas who see this as an important issue.
"There is an election on and this is a chance to state our case."
