MAMA is the biggest public facility to open in Albury since the LibraryMuseum in July, 2007.
The mayor of the day traditionally takes a prominent place on the plaque unveiled on these special occasions.
But present mayor Kevin Mack has confirmed he won't be seeking re-election for the position.
The mayoral election will be held four days earlier, creating a last minute engraving of names of the mayor, deputy mayor and councillors.
"I am disappointed that I won’t be mayor when MAMA opens on October 2," Cr Mack said.
"However this project in particular is testament to the efforts and vision of the team at Albury Council and the majority of councillors believe it will be a great drawcard to our city and a great resource for our community."
The plaque will also include the name of the new deputy mayor with Cr Ross Jackson also flagging this week he won't be seeking re-election.
Council general manager Frank Zaknich confirmed a plaque would be unveiled on the day.
"There will be a plaque unveiled to commemorate the opening of the Murray Art Museum Albury," he said.
"The plaque will include details of the mayor, deputy mayor and councillors of the day."
But Cr Darren Cameron is resisting pressure to having his name included on the plaque.
He has been a long-time critic of the project following the NSW Government's refusal to provide funding.
Cr Mack said this week he hoped Cr Cameron would have a change of heart and embrace MAMA.
But Cr Cameron is determined his name won't be on the plaque.
“I've had this discussion with the general manager and I will be disappointed if I have to have it again," he said.
Amanda Duncan-Strelec was the mayor of the day when the LibraryMuseum opened eight years ago.
