Warren Alan Forbes, 43, won approval from the State Parole Authority on Thursday to leave jail later this month.
However, he is expected to go free with an expectation that Victorian authorities take him into custody to serve an outstanding jail sentence of almost two years.
Forbes had been on Victorian parole at the time he killed Wodonga father Ross Kimball and former Black Uhlan bikie Andy Hullick in separate incidents in 2002.
Forbes has been given 24 conditions which will apply if he returns to NSW after completing his Victorian prison term.
They include not visiting or frequenting Albury and Wodonga, not contacting his victim's families and not contacting any outlaw motorcycle gang or frequenting their premises.
