Mayor David Wortmann said the shire wanted to change regulations that unsewered areas could not be subdivided under 40 hectares.
Part of that process is finalising the shire’s wastewater plan, which is now going through public consultation and will affect homes with septic tanks.
"Once we sign off on the domestic wastewater management plan, we can then advance our rural living amendment, which will still have to go to the planning minister," Cr Wortmann said.
"At the moment we've got 6000 residents, our population has been pretty much stagnant, we would love to see some more growth.
“Because you cannot subdivide under 100 acres, that makes it very difficult. People don't want 100 acres."
