Cr Mack and Cr Glachan will be vying with 28 other contenders across the state including former Greater Hume mayor Denise Osborne for seven director positions from regional and rural councils.
Cr Glachan is also one of five contenders for the regional and rural councils vice-president position.
The election will be part of the annual NSW Local Government conference being held at Rosehill racecourse in Sydney for three days starting on Sunday.
All election candidates had to declare any political party membership with Cr Glachan confirming her ties to the Liberal Party.
Cr Glachan has previously served on the NSW Local Government Association executive before a merger with the shires association two years ago.
Cr Mack and Cr Osborne are both independent candidates.
He served two terms as Albury mayor before stepping down and voting for successful candidate Cr Henk van de Ven in a battle with Cr Daryl Betteridge.
Cr Osborne was Greater Hume mayor for six years until 2012 and is seeking re-election after completing an initial two-year term.
Albury will have four delegates at the conference, Cr van de Ven, Cr Mack, Cr Glachan and Cr Darren Cameron.
Meanwhile, Cr van de Ven will be seeking an assurance from the NSW Government at the conference that there will be no forced mergers.
“The council unanimously passed a resolution at its September meeting that I write to the minister (Paul Toole) to seek assurance that Albury councillors will be allowed to serve out their elected terms,” Cr van de Ven said.
“I want to make it very clear that this council is resolute in its opposition to any forced council amalgamations.
"We have presented a compelling case to the government that we are Fit for the Future and have the scale and capacity to stand alone.”
