West Albury man Neville James Kennedy, 34, had attended Wodonga police station at 3pm on Wednesday.
Officers were concerned about his behaviour and arrested him, and took him to Albury Hospital for assessment.
He broke free while speaking to nursing staff and ran to Bilba Street before climbing the roof of a unit block.
He began throwing tiles at police and their vehicles, a passing car, and another car parked in the street.
Officers negotiated with the man for two hours and he came down from the roof.
No-one was injured.
He was charged with throwing projectiles at police, malicious damage, entering inclosed lands and using a weapon to avoid apprehension.
He pleaded guilty to eight charges in Albury Local Court on Thursday and will be sentenced on December 14.
