The 23-year-old went missing while kayaking at Bethanga Bay about 2.10pm on Wednesday.
Her father called in emergency services after he lost sight of her and she failed to return to the bank.
A search operation was launched and the woman was found at 3.25pm.
She had her mobile phone with her which allowed police to make contact and bring her to safety.
It's believed the woman had battled strong northerly winds which stopped her from paddling back to shore.
It's believed she fell off the kayak at some point.
Wodonga Sergeant Shane Bannerman said the woman had done the right thing by carrying a phone.
"It was all resolved fairly quickly but it had the potential to be a large-scale search,” he said.
“They were able to pinpoint her location, which was south west of a property at Lake Road in Bethanga.
"The fact she had a mobile phone which was working and charged prevented the search from being prolonged.
“It was a very good outcome.”
