There was 104.2mm of rain over September, October and November, compared to a spring average of 165.5mm in Albury-Wodonga.
Bureau of Meteorlogy climatologist Jonathan Pollock said El Nino, conditions, which see warm currents off South America causing drying in eastern Australia, was behind the rain dearth.
"Generally the El Nino breaks down over summer time and we resort to more normal conditions," he said.
"Looking at December the odds are even for a wet or dry month and that doesn't change much in January or February."
A tally of 210.8mm in 2011 marked the last above average spring rainfall.
