James Trenery was commenting after a Sydney developer bought the jail following an auction on Friday.
He said the council was planning to meet the new owner and discuss the fate of the landmark.
"I'd like to hear them be open to the suggestion that we would be able to use the jail for a public use," Cr Trenery said.
He said the council had worked closely with the Victorian Government to draw funding into the tourist attraction and it wanted to build upon those efforts.
Cr Trenery was not fussed about the buyer being from outside the region.
"It doesn't matter who gets it, as long as they've got respect for that building and the community," he said.
Beechworth solicitor Graeme Bailey, who bid on behalf of the purchaser at Friday's auction, said on Monday he could not add any details to the buyer's identity.
