Lockhart was earlier ruled to be fit for the future as a rural council by the IPART assessment.
But the NSW Government has decided to add Lockhart with Corowa and Urana, which had earlier agreed to merge.
Albury and Greater Hume will remain as standalone councils in line with earlier IPART assessments.
Berrigan and Jerilderie will also be merged.
