Heagney-Steart played three senior SANFL matches last season and is expected to slot into centre half-back.
He is the younger brother of former Wodonga player Tom.
“Jackson offers great stability and leadership,” coach Dean Harding said.
“At 192cm and 88kg, Jackson will complement our improving backend.
“He has already moved to the area and started training.
“It was an easy move for him as he already knew a lot of the guys.”
Heagney-Steart previously played with Collingwood’s VFL side and starred in Sandringham Dragons’ TAC Cup all-conquering premiership team in 2011.
He played his junior football for Wodonga Raiders before moving to Melbourne and joining the Dragons.
Heagney-Steart will be joined at John Flower Oval by Howlong’s Daniel Sharp and Brocklesby-Burrumbuttock’s Joe Boulton.
The recent addition of star forward Steve Murray has provided another psychological boost for the Bulldogs, along with Brett Doswell returning as an assistant-coach from Holbrook.
Harding said he was hopeful of improving on last year’s sixth-placing.
“We understand we have a lot of work to do, but I would like to think our list is a lot deeper,” Harding said.
“Our kids are improving and there is a great feel around the place.”
While Corowa-Rutherglen is a short-priced favourite for the wooden-spoon, Wodonga, Wangaratta, Wangaratta Rovers, North Albury and Myrtleford all have claims of sneaking into fifth spot.
