The 19-year-old Mill Park man had been travelling to Sydney with two others on Tuesday.
He was detected by police at Euroa and continued driving before being found on a dirt road near the highway at Benalla.
He had felt guilty about the incident and planned to put the number plates back on.
Sergeant Jeffrey Kyne said the man was facing a string of serious charges.
“They said they had decided if they took the plates off they could drive faster as police don’t chase at that speed,” he said.
“It was extremely dangerous.
“Not much has to go wrong at those speeds for an impact to cause a lot of damage.”
Sergeant Kyne said the man had realised it was “stupid” to drive at that speed and pulled over to put the number plates back on.
The plan had been to continue driving to Sydney but the trio were arrested.
Benalla police are appealing for any witnesses to call (03) 5760 0200.
