The 29-year-old committed the sex acts while driving his car in Katamatite and Cobram from December 27 to January 21.
He has been charged with wilful and obscene exposure, offensive behaviour, stalking, and conduct endangering life.
He was arrested and charged this week.
The man has been bailed to appear at the Shepparton Magistrates Court on May 20.
