The 18-year-old clocked impressive personal best times in three strokes to help his new club Wodonga enjoy a successful day.
During the last two years Foley has concentrated on open water swimming, but impressed everyone in the sprint events.
Other swimmers to record outtop times at the meet were Conor MacLeod (Albury), Nathan Rogers (Wodonga), who had a 39sec personal best in freestyle, Philip Shiels and Darcie Clarebrough (Wangaratta) and Breanna Dawson (Albury North-Lavington).
Up and coming star Jack Tyson, from Albury, is one to look out for in the butterfly.
A total of 220 swimmers were in the meet with the relay contest fierce, but friendly, with Wodonga collecting the most points.
Albury finished on top of the points table from ANL with Wodonga third.
- The Ovens and Murray was well represented in Melbourne last Saturday for the annual 7-10 years encouragement meet.
Olivia Eccleston, of Henty, collected gold in the seven years breaststroke with a time of 1:05.95.
Paige Cooper (Rutherglen) and Simon Dess (ANL) were also successful.
In the 7-8 years mixed medley relay, Olivia Eccleston, Alicia Reid, Colby Hennessy and Sarah Whitehouse collected medals for second place.
The 10 and under medley relay with Alicia Maidment, Roanna Smith, Olivia Plunkett and Meg Whitelaw also came second.
Chiltern coach Caroline Stewart, who travelled with the team, reported most swimmers achieved personal bests.
- Wangaratta has been chosen to host the Victorian Country short-course championships in August next year.
The event attracts around 500 competitors from 36 clubs from throughout Victoria.
